Suing against an unknown is quite normal. Otherwise you could never sue if someone attacked you while weaing a mask or something.

Suing unknown isn’t suing nobody. Suing unknown means suing to obtain judicial means to determine the identity of the defendant. For instance, you can’t just ask Valve to hand out information about the owner of a given account. But if a judge finds that it may be relevant to identifying that “unknown”, they can order Valve to hand out that information.
If you sue them, then they can investigate even more. Otherwise if someone is not sued, just investigating and asking for details cannot be forced. I assume at least. So to sue against unknown is the first step in finding who it is.
