As far as I am aware, open street maps is the most mature non corporate maps app, I think unfortunately at present you have to deal with its quirks or run apple or google maps.
All other non-us maps mentioned here are, afaik, based on openstreetmap. OpenStreetMap itself is a database rather than a useful googlemaps replacement for navigation etcetera.
Apps like Mapy and CoMaps are more useful for day-to-day use.
