2K says the decision will "restructure and optimize" its teams within Firaxis. Sources say dozens could be impacted.

Yes, there are many modpacks that are available and some are even getting updated.

The Dune one is great, I keeping coming back to it over the years. There is always a fantasy total conversion mod, but I never got into it.
